Questions

What is baritone ukulele tuning?

D G B E, low to high, the same as the first four strings of a guitar.

Can I tune a baritone ukulele to G C E A?

Not with baritone strings; the tension would be far too high. With a concert set on a baritone body it is possible but unusual.
